How can another state collect tax from online purchases when I don't live in that state?

I bought a gift to send to ND from an online merchant. I live in Arkansas and the merchant does not charge me sales tax to ship to my home, but to ship to ND, they charged me sales tax. The money for the purchase comes from a bank in Arkansas and I live in Arkansas.How can they charge me tax for shipping the gift to ND and ND collects the tax on the money I spent for the gift? Is that legal?

If the merchant has a business address in ND, and the shipped to address is in ND, then yes, by law, they need to collect the sales tax.
