I want to build a web site to learn programming in php. I just need to know where to go to build the web page.

If you are computer savy, you can install Linux server and PHP on your computer, and start from there. Otherwise, you need to to find a hosting company that supports LAMP. There are plenty of them offering free web hosting. Google them up.
